should be presented officially to the present regime, In conclusion the Company contend in support of its claim,-

That the 938 men refused a landing by the Government did not have Trachoma, to support which, the Company has the affidavits of two Ship's Surgeons, Drs. Netherton and McOstrich, the certificate of two independent Mexican Doctor viz., Drs. Buyct and Vallarino, the individual bill of health issued by Dr. Grone (Mexical Officerof Health of Hongkong) and the examination of Dr. Paul (Resident Doctor of the Co. at Hong Kong) as against that of two Mexican Delegates, Drs. Valenzuela and Golchicoa, the letter of whom being the second Delegate made the examinations in conjunction with, but not independently of, the former.

That the examinations made, although repeatedly, by the Health Delegates, were in a perfunctory manner. Dr. Netherton wrote, describing the same, as follows,- "Many of the cases "were not even looked at to see if it was trachoma or not. "He uses the least excuse to reject a man. If the eyes are of "the same degree of redness throughout he rejects it as trachoma "Many of the cured cases have red patches where the trachoma

had "was. To pass this man one must have never the slightest "trace of trachoma. A glimpse was sufficient to convince Dr. "Valenzuela that it was a case of trachoma. He said that it "cannot be cured in China. He is apparently able to detect "trachoma by the quickest possible glance and in a light "insufficient for ME to see by", and Dr. McOstrich said that tha examination of 550 men took less than half a day.

That the attitude of the First Delegate, Dr. Valenzuela was one of the expreme antagonism towards the Company, as manifested towards the Co's General Agent, Mr. R. P. Camden, who reported same and towards the two Mexican Doctors sent by the Co. It was also shown by his arbitrary action in ordering the "Suisang" out of his own responsibility, an act most arbitrary and unjust,
